In the midst of a high-stakes political summit in Salamanca, Spain, U.S. President Henry Ashton (William Hurt) arrives at the gathering, his presence a testament to the international treaty he hopes to promote. As the president takes the podium to greet the crowd, a stunning array of viewpoints unfolds before us, each one revealing a tantalizing glimpse into the chaos that is about to ensue.

From the perspective of GNN producer Rex Brooks (Sigourney Weaver), we see the bustling media tent come alive as President Ashton arrives, his arrival marked by a flurry of camera flashes and murmurs of anticipation. Mayor De Soto (Jose Carlos Rodriguez) takes the stage, delivering a brief address before introducing the president. And then, in an instant, the unthinkable happens: the president is struck twice as he greets the crowd, the sound of gunfire shattering the air. The plaza erupts into pandemonium as an explosion rocks the area, sending debris flying and panic spreading.

As the dust settles, a grim reality becomes clear: chaos has consumed the summit. GNN reporter Angie Jones (Zoe Saldana) is seen lying motionless in the rubble, her camera still rolling despite the devastation around her. And yet, even as the scene unfolds with devastating clarity, there remains a sense of mystery, a feeling that the truth behind this heinous act has yet to be fully revealed.

Meanwhile, Secret Service agents Thomas Barnes (Dennis Quaid) and Kent Taylor (Matthew Fox) are hot on the trail of a potential assassin. From their vantage point, we see Barnes noticing a curtain fluttering in the window of a nearby building that was allegedly vacated, his instincts screaming that something is amiss. He also catches Howard Lewis (Forest Whitaker), an American tourist, capturing the mayhem on film. As the president takes his first bullet, Barnes tackles Enrique (Eduardo Noriega), a man rushing to the podium with nefarious intent. Taylor, meanwhile, pursues a lead that takes him down a dangerous path.

The action then shifts to the GNN production studio, where Barnes bursts in, demanding access to the footage that has been captured. He quickly calls Taylor, who reports the direction of the suspected assassin’s escape route. And then, on one of the camera feeds, Barnes catches sight of something that sends his heart racing: a glimpse into the true nature of the chaos unfolding before us.

In this dizzying dance of perspectives and clues, we are given a masterclass in tension-building, as each new vantage point sheds light on the events that have transpired. It is only by piecing together these disparate threads that we begin to unravel the mystery behind the assassination attempt on President Henry Ashton’s life.

As Enrique (Spanish police officer) navigates the chaos, he finds himself face-to-face with the harsh reality of Veronica’s infidelity. Claiming to be enamored with him, she receives a mysterious bag from Enrique, only for their relationship to take a drastic turn when the president is shot and Enrique rushes to protect the mayor. However, his heroic instincts are thwarted by Barnes’ brutal tackle, and as he lies pinned, Veronica seizes the opportunity to dispose of the incriminating evidence - the very same bag Enrique had entrusted her with. With the agents who had earlier apprehended him now in hot pursuit, Enrique manages a daring escape, leaving them in his dust.

Meanwhile, Howard Lewis is preoccupied with the mundane, chatting with Sam and commiserating over Anna’s (a young girl) mishap with her ice cream. As he captures the fluttering curtain of a nearby building on tape, he becomes acutely aware of Barnes’ suspicious gaze. The second explosion at the podium prompts Lewis to give chase to Enrique, who is being pursued by Secret Service agents. At the overpass, Lewis bears witness to Enrique’s harrowing encounter with the agents as they pepper him with bullets. Wounded and stumbling, Enrique meets his match under the overpass - an individual in a police uniform who shares a knowing glance. As Enrique takes a tumble, Lewis spots Anna, now separated from her mother, attempting to navigate the treacherous intersection. With mere seconds left on the clock, Lewis makes a split-second decision to intervene and save the young girl from certain doom as an ambulance hurtles towards them.

In a stunning turn of events, President Ashton learns of a credible assassination threat and returns to his hotel room with his aides. His double takes center stage at the gathering in the plaza. The first explosion, courtesy of a suicide bomber disguised as a bellhop, sets the tone for chaos. Moments later, a masked assailant bursts into the president’s room, leaving a trail of destruction and abducting Ashton. As the plot thickens, it becomes clear that nothing is as it seems in this web of deceit and conspiracy.

As the chaotic scene unfolds, terrorist mastermind Suarez (formerly masquerading as Sam) unleashes a calculated assault from an unsuspecting vantage point, utilizing a remote-controlled rifle concealed in an adjacent window to brutally eliminate Ashton’s body double. This heinous act is captured on GNN live feeds, which Taylor uses to deceive Barnes over the phone, claiming he’s hotly pursuing the assassin while actually being part of the sinister plot. As Barnes’ suspicions grow, he realizes Taylor is manipulating the situation, and Suarez is revealed as a key player in the terror scheme.

Meanwhile, sharpshooter Javier (Edgar Ramirez), whose brother is being held hostage to ensure his cooperation with the terrorists, takes brutal action within the hotel, slaughtering guards and aides before kidnapping the president. Javier’s accomplice, Taylor, joins forces with him in a police car en route to a prearranged meeting point at the overpass.

Undeterred by the chaos, Barnes commandeers a vehicle and sets off in hot pursuit of Taylor and Javier. However, his relentless chase culminates in a collision with a truck, allowing the duo to escape. As Enrique, who had miraculously survived the initial explosion, confronts Javier and Taylor at the overpass, Javier mistakenly assumes he possesses knowledge of his brother’s whereabouts and mercilessly executes him.

Enraged, Enrique’s life slips away as Barnes arrives on foot, unleashing a barrage of gunfire at Taylor, who attempts to flee. After a harrowing car crash, Taylor is left critically injured, and Barnes orders him to reveal the president’s location. But before he can comply, Taylor succumbs to his mortal wounds.

As the mayhem subsides, Ashton regains consciousness in the ambulance, only to lash out at Veronica, momentarily diverting Suarez’s attention just as Anna intervenes. Suarez swerves the vehicle, causing it to flip over mere seconds before Lewis rescues Anna from harm’s way. As Barnes rushes to the overturned ambulance, he finds Veronica lifeless and Suarez meets his maker.

With a heavy heart, Barnes shoots Suarez dead and orchestrates a daring rescue of the president, bringing an end to the terror that had gripped the city.
