In the fictional city of Bulwark, recently released parolee Henry Johns grapples with the harsh realities of his surroundings as he confronts his mother about her return to prostitution and drug use. After a difficult conversation, he finds solace in reuniting with his handicapped younger brother, Ethan.
Fast forward three weeks, detectives Brett Ridgeman and Anthony Lurasetti face a precarious situation; suspended from the police force without pay after a video surfaces showing their acts of police brutality against a drug dealer. With mounting financial pressures—Ridgeman hoping to relocate his family to a safer neighborhood and Lurasetti hesitating to propose to his girlfriend Denise—they find themselves in a desperate bind. When Friedrich, a wealthy businessman with shady connections, tips them off about the reputed thief Lorentz Vogelmann, Ridgeman persuades Lurasetti to assist him in surveilling and ultimately robbing Vogelmann.
Meanwhile, Henry and his childhood friend Biscuit are enlisted by Vogelmann as getaway drivers. Together, they join a crew bent on a series of robberies aimed at acquiring a custom bulletproof van. The tension escalates when Vogelmann’s gang executes a brazen bank heist, taking hostages, including Kelly Summer, a bank employee who recently returned from maternity leave; tragically, she is shot for trying to avert a crisis by alerting the police. Following an appalling spree where they castrate the bank’s manager, the gang makes a chaotic escape with Cheryl, a hostage, all while being trailed by Ridgeman and Lurasetti.
Feeling the pressure from Vogelmann and his ruthless crew, Henry and Biscuit’s resolve begins to waver as they are thwarted and forced to surrender their weapons. With the horrifying actions of their criminal associates weighing heavily on him, Henry chooses to keep the detectives’ presence a secret from both Biscuit and the thieves. Although Lurasetti grows increasingly frustrated with Ridgeman for their lack of action, Ridgeman argues that they are the only ones capable of tackling the situation directly.
After a tense entanglement that culminates in Biscuit’s tragic demise, innocent and adored, Henry is left mourning as his friend implores him to care for his mother. The criminals’ brutality reaches its climax with a chaotic showdown against Ridgeman and Lurasetti. In a heartbreaking final exchange, Henry finds himself in a position to document the entire confrontation on his cellphone. As bullets fly, a broken camaraderie and conflicting desires culminate in a grim resolution where Henry strikes a dangerous bargain with Ridgeman. They agree to split the ultimate prize—a stash of valuable bullion.
In a haunting twist of fate, Henry promises to care for Ridgeman’s family while burying the mortal remains of all involved, including Biscuit, creating a silent vow to honor his fallen friend and the two detectives who lost their lives in the fray.
Fast forward eleven months, Henry has managed to carve out a seemingly affluent life in a lavish mansion alongside his mother and brother. In a gesture of weighted nostalgia and unresolved ties, he sends Ridgeman’s family a package containing a portion of the gold bullion, suggesting that perhaps ghosts of the past never completely fade away.
