In a masterstroke of underworld manipulation, Konstantine Konali (Ron Perlman), the enigmatic Russian mafia boss, conceals his illicit activities beneath the guise of a seemingly innocuous video game. This cunning diversion allows him to effortlessly breach even the most sophisticated computer systems, leaving a trail of high-stakes robberies in its wake.

With his operation under scrutiny by the authorities, Konali's nemesis, Russian Commandant Alexandrei Nikolaivich Rakov (Christopher Lee), reaches out to the United States for assistance. Rakov's solution is to enlist the expertise of Commandant Eric Lassard (George Gaynes), a veteran law enforcement professional whom he had met at a police convention.

Lassard assembles his trusted team, comprising Sergeant Larvell Jones (Michael Winslow), Sergeant Eugene Tackleberry (David Graf), Captain Debbie Callahan (Leslie Easterbrook), Cadet Kyle Connors (Charlie Schlatter), and Captain Thaddeus Harris (G. W. Bailey), to tackle the mission in Moscow.

As they prepare to apprehend Konali, he concocts a new plan of unparalleled audacity: creating an even more irresistible version of his video game, one that can bypass security systems worldwide, including those protecting the databases of global powers. The stakes are higher than ever before, and it remains to be seen whether Lassard's team will be able to outsmart Konali and put a stop to his nefarious schemes.
