In 2019, the city of Chicago finds itself under martial law due to a widespread extraterrestrial invasion. The Drummond family attempts to escape the city amidst chaos, but every exit is blocked. They manage to break through one unmanned barricade, only to stop within a tunnel where the aliens await. Fast forward to nine years later, and the world has succumbed to alien control, referring to the extraterrestrials as “The Legislators”. With the aliens establishing their rule, humans are forced to construct underground “Closed Zones”, isolated from the city above, accessible only to government officials. Gabriel Drummond (Ashton Sanders), the younger son, now lives in the impoverished Pilsen neighborhood. His life takes a turn when he encounters Commander William Mulligan (John Goodman), an ex-partner of his father, who suspects that the resistance group known as Phoenix continues to operate despite official claims of their suppression. Gabriel, loyal to his family’s legacy, refrains from betraying the resistance members.
Later, Gabriel interacts with a Phoenix member to sell a hand-rolled cigarette gifted to him by a coworker. This leads him to Wicker Park, where he reconnects with his brother Rafe (Jonathan Majors), the leader of the resistance. Rafe takes the cigarette, which contains critical information, and urges Gabriel to leave due to plans for an attack at the forthcoming Unity Rally at Soldier Field. In a frantic rush, Gabriel attempts to escape, only to be confronted again by Mulligan, who has been surveilling him. Gabriel cleverly evades capture and seeks refuge underground.
The cigarette holds a coded message that grants Rafe’s team access to the Special Branch’s surveillance apparatus, allowing them to monitor their targets and security movements. During the Unity Rally, Rafe and the Phoenix group launch an assault using an invisible alien explosive device aimed at the extraterrestrial guests. The attack initially appears successful, but the city swiftly goes into lockdown, resulting in heightened police presence as they hunt down the aggressors. In retaliation, the aliens deploy off-world hunters to track down those responsible. Tensions rise as Rafe is shot and captured by Mulligan while his associates, Anita and Daniel (Ben Daniels), face dire fates—Anita vaporized and Daniel choosing suicide over capture.
Emerging from hiding, Gabriel finds himself arrested during a police raid. Mulligan shows him Rafe undergoing torture, coercing Gabriel into sending a message through Phoenix channels to connect with “Number One”, the group’s supposed leader. This journey leads him to Jane Doe (Vera Farmiga), a brothel owner in Pilsen, who recognizes Gabriel, leaving him puzzled. However, the moment is short-lived as a police raid ensues, and Jane is killed during the chaos.
The investigation that follows uncovers Jane’s surveillance activities, revealing that she documented conversations with Special Branch officials, acquiring sensitive information that assisted Phoenix’s strategic planning, including Police Commissioner Eugene Igoe’s (Kevin Dunn) disclosure about an impending alien arrival at Soldier Field. Consequently, Igoe, along with Rafe and others, are deported off-world, while Mulligan, claiming to have neutralized the threat, is elevated to Acting Commissioner.
In a private meeting, Mulligan reassures Gabriel regarding Rafe’s failed mission. In a pivotal moment, he presents Gabriel with a BlackBerry phone discovered during his earlier encounter with Jane Doe. Inside, a memory card reveals a video of Gabriel’s baby shower from years past, where Jane is shown to have taught alongside Gabriel’s mother. The video captures moments shared with Phoenix members at the shower, culminating in a heartfelt message from Mulligan motivating Gabriel to embrace the Phoenix resistance.
As the plot thickens, Mulligan is authorized to descend into the Closed Zones to meet The Legislators. However, an unexpected twist occurs when the same invisible substance used in the earlier explosion envelops him, hinting that he is, in fact, entrenched within the resistance and part of a grander scheme—orchestrated to strike a fatal blow against their alien rulers.
During the credits, a revealing map indicates the Closed Zone’s destruction and highlights additional resistance movements blossoming across the U.S. and Europe, echoing the opening call to action: “spark a match and ignite a war.” Humanity rises to reclaim their freedom from their extraterrestrial oppressors.
