Aspiring to climb the ranks of the Manhattan District Attorney’s Office, Tom Logan (Robert Redford) has his ambitions set on the distinguished position at the top. However, his plans take an unexpected turn when Laura Kelly (Debra Winger), a resolute attorney, pays him an unannounced visit. Laura is representing the enigmatic performance artist Chelsea Deardon (Daryl Hannah), who stands accused of attempting to steal a priceless painting from the esteemed Robert Forrester (John McMartin). Chelsea maintains that her artist father, Sebastian Deardon (James Hurdle), bequeathed her the artwork on her 8th birthday, a claim that carries weight given the mysterious fire that ravaged her father’s collection eighteen years ago.

As tensions rise, Laura’s spontaneous press conference—held at a prominent dinner party celebrating Logan’s candidacy for District Attorney—creates a media stir. In a shocking turn, Forrester drops the charges against Chelsea, instead trading her painting for a Picasso at the art gallery run by Victor Taft (Terence Stamp). With Taft and Forrester both intricately linked to Sebastian Deardon, their eagerness to protect Chelsea becomes apparent. Later, Laura receives critical information from Detective Cavanaugh (Brian Dennehy), who had been examining the Deardon fire. The evidence reveals that the lost paintings believed to have perished in the blaze were, in fact, still very much alive, transforming the entire legal battle.

As the plot thickens, Chelsea seeks refuge at Logan’s apartment in the dead of night, claiming she is being pursued by an unidentified assailant. After escorting her home, Logan narrowly escapes an assassination attempt when someone fires a shot at him. Determined to uncover the truth, Logan and Laura trace Taft to his shady warehouse hideout, where they stumble upon a web of deceit involving insurance fraud orchestrated by Taft, Forrester, and their accomplice, Joseph Brock. Just as they uncover vital evidence, the warehouse is set ablaze, presumably by Taft himself, in an attempt to eliminate any traces of wrongdoing.

In a desperate attempt to confront her fears, Chelsea visits Taft at his home, only to be overpowered, resulting in her being violently assaulted. The ensuing scandal surrounding her arrest for Taft’s murder sends shockwaves throughout the city, tarnishing Logan’s reputation. Reluctantly, he joins forces with Laura to untangle the complex web of deception and reveal the shocking truth behind the chaos.

As Chelsea’s trial reaches a boiling point, she experiences a sudden onslaught of memories and outright accuses Forrester of being complicit in her father’s sudden death. The courtroom erupts into pandemonium when an alleged assassin attempts to escape but meets his end in a tragic accident involving a taxi. Logan seizes the chance to recover the killer’s wallet, discovering a business card belonging to Forrester, which deepens the mystery. The trio’s following investigation leads them to the scene of the crime, where they find Forrester’s lifeless form and a distraught Chelsea, vehemently denying any involvement.

In a critical turn of events, Logan sets out to track down Detective Cavanaugh, unaware that he and Laura are on the brink of uncovering a deeper conspiracy involving Joe Brock, the former business partner of Forrester and Taft. At the art gallery, they are coerced by Brock to dismantle a colossal, hollow sculpture, revealing the long-lost works of Sebastian Deardon—an astounding find valued at a whopping $20 million. As Brock initiates a fire in the gallery to cover his tracks, chaos ensues.

Logan arrives just in time to confront Brock, whose fate is sealed when he falls from the burning structure. As the flames are quelled, Laura and Chelsea emerge unscathed, allowing Chelsea to finally confront her past when she discovers an inscription on the back of her father’s painting that reads, “To Chelsea.” This moment brings her the closure she desperately sought.

In the wake of the trial, all accusations against Chelsea are thrown out, liberating her from the shadow of suspicion. Logan is presented with a chance to reclaim his former position by his old boss, who aims to leverage Logan’s newfound notoriety. Ultimately, Logan decides to reject this offer, opting instead to continue collaborating with Kelly. Their professional partnership has blossomed into a romantic relationship, allowing them both to chart a new course free from the encumbrances of their past.
