As the tales of Raccoon City emerge, a dark scheme unravels in 1998. Amidst the escalating pandemonium, the Umbrella Corporation initiates a covert evacuation for its higher-ups and government allies. To carry out this operation, a private military group known as Unit 6 is deployed, but destiny has a different agenda. Most unit members fall victim to the relentless zombie hordes, leaving only JJ and Dylan Blake to navigate the chaos. Desperately seeking extraction and medical assistance from headquarters, they are met with a harrowing order: quarantine and eliminate their fallen comrades. This brutal ultimatum triggers a fierce argument between the two, culminating in tragedy as JJ becomes another casualty of the horrors he desperately attempted to escape.

Fast forward to 2015, a new peril rears its head. FOS Agent Ingrid Hunnigan summons DSO agent Leon S. Kennedy for a crucial mission aimed at capturing Doctor Antonio Taylor, a rogue scientist suspected of leaking classified information to foreign entities. During a crucial briefing, Leon discovers that Taylor had previously eluded the San Francisco Police Department before vanishing in a vehicle.
