As the tales of Raccoon City emerge, a dark scheme unravels in 1998. Amidst the escalating pandemonium, the Umbrella Corporation initiates a covert evacuation for its higher-ups and government allies. To carry out this operation, a private military group known as Unit 6 is deployed, but destiny has a different agenda. Most unit members fall victim to the relentless zombie hordes, leaving only JJ and Dylan Blake to navigate the chaos. Desperately seeking extraction and medical assistance from headquarters, they are met with a harrowing order: quarantine and eliminate their fallen comrades. This brutal ultimatum triggers a fierce argument between the two, culminating in tragedy as JJ becomes another casualty of the horrors he desperately attempted to escape.
Fast forward to 2015, a new peril rears its head. FOS Agent Ingrid Hunnigan summons DSO agent Leon S. Kennedy for a crucial mission aimed at capturing Doctor Antonio Taylor, a rogue scientist suspected of leaking classified information to foreign entities. During a crucial briefing, Leon discovers that Taylor had previously eluded the San Francisco Police Department before vanishing in a vehicle. Recognizing the speeding van, Leon bravely tries to intercept it, only to be obstructed again by Maria Gomez, a shrewd criminal who has a history with him.
In a parallel subplot, BSAA advisor Rebecca Chambers alerts agent Chris Redfield about a troubling outbreak. Twelve individuals have been infected with an advanced variant of the T-virus, seemingly administered against their will. As Chris struggles to process this alarming news, he contacts his partner, Jill Valentine, attempting to dissuade her from joining the operation, given her tumultuous history under Albert Wesker and her ongoing mental health challenges. Yet, determined, Jill insists on participating, leaving Chris with no choice but to proceed alone.
As Chris and Jill team up with Claire Redfield, a groundbreaking revelation occurs: Rebecca informs them about an orca infected with the very T-virus strain affecting human victims, seen near the Greater Farallones National Marine Sanctuary, eerily paralleling the fate of many missing whales. The investigation takes a compelling turn when it’s uncovered that all victims had past connections to Alcatraz Island. Consequently, Jill and the Redfields infiltrate the infamous prison under the guise of tourists, only to be met with a sudden zombie outbreak that throws them into a frantic scramble for safety.
Jill soon finds herself entangled with Leon in the winding sewers, battling a new breed of Lickers before stumbling across an armory filled with blueprints for deadly drones designed to disseminate the virus. However, their moment of clarity is fleeting, as they find themselves captured by Dylan and imprisoned alongside Taylor and the Redfields.
