In the heart of downtown, Cesar confidently utilizes his extensive resources to orchestrate the demolition of a building, once again freezing time. Cesar is recognized as the genius behind “Megalon,” an innovative building material for which he has received a Nobel Prize.

Encouraged by his devoted assistant Fundi, Cesar prepares for a critical conference with Mayor Cicero. Journalist Wow Platinum reports on the event, while Cesar’s affluent uncle, Hamilton Crassus III, who funds Cesar’s ambitious projects, is also present. Mayor Cicero’s loyal aide, Nush Berman, is by his side, adding to the political tension in the air.
